The Unethical Practices of Ann Mathews of Bexar County and Surrounding Areas

Before this article I had complete faith in our judicial system. I am a father of two children. I have been raising my children for almost 5 years now. During this time I have endured extortion from my ex-wife, breaking and entering and more drama than one person should ever endure and the expensive cost of defending my children from an overbearing, overpowering, chronic lying, jezebel ex-wife. Although I can go forever on how my ex-wife is. This article is to expose a prodigious injustice to my children due to the blatant incompetence and egregious acts of Ann Mathews of San Antonio, TX in Bexar County.

Who is Ann Mathews of Bexar County in San Antonio TX?
Ann Mathews is an evaluator licensed in the state of Texas. Her position in the courts is long standing. Her education is minimal. Her responsibility as an evaluator is to provide an unbiased assessment of the conditions of the children for safety and education.
O.K., so what is a social study? You might be asking this question right about now. What is it suppose to achieve for the custody suit and why did the court just order me to pay $1600.00 for Ann Mathews to sit in my living room, intimidate my kids, dig through my medical history and sniff around my house?

Section 107.0501 (1) ”Social study” means an evaluative process through which information and recommendations regarding adoption of a child, conservatorship of a child, or possession of or access to a child may be made to a court, the parties, and the parties’ attorneys.
The provisions of the social study are established for good reason. It is imperative that the evaluator that you hire follow the guidelines established in: Sec. 107.0513 GENERAL PROVISIONS APPLICABLE TO CONDUCT OF SOCIAL STUDY AND PREPARATION OF REPORT.

It is important that the evaluator follow evidence-based practices and make use of current best evidence in making assessments and recommendations to the extent possible and social study evaluator shall verify each statement of fact pertinent to a social study and shall validate the sources for verification and information in the report. HOWEVER! Ann Mathews is far from finding the truth, facts and/or evidence. 80% of her report was based on hearsay. She managed to paraphrase almost the entire report. She took everything my ex-wife said as fact without corroborating her statements with documentation and evidence. Her unsubstantiated statements were deleterious to the custody case while undermining the integrity of the case.

Most people will tell you that Ann Mathews can be cross examined and all of her apocryphal statements exposed. In this case she was exposed. She was cross examined and admitted to omitting vital information that would exonerate the father. Her attempt to discredit the father allowed the court to finalize on her testimony and perception of a meager 45 minute visitation with the father and children. Her defense was that she requested the exonerating information from the father and was never provided the documents (medical and school records). Her defense was that she simply reported information said by the collateral witnesses (paraphrasing everything). The truth is she twisted every statement to benefit the mother. I spoke to every collateral witness whose testimony she paraphrased and their reaction was shocked. They were shocked to find out that their words were twisted and in all instances Ann Mathews inserted additional information never even said by the witnesses.

Her biased and negative connotations in the report and unsubstantiated statements contributed to a line of questioning that made the father out to be a controlling and insensitive person that was deliberately keeping the children from the mother when in fact the mother had only visited the children on her own volition 5 times in a year and a half. Every other time the father had taken the children to see the mother at his own expense. Keep in mind that the mother never paid child support.

Under section 107.0513 a., Ann Mathews is held accountable by the Texas Family Code for “ethical standards” of her licensing authority: Texas State Board of Examiners of Professional Counselors.

  • (a) Unless otherwise directed by a court or prescribed by a provision of this title, a social study evaluator’s actions in conducting a social study shall be in conformance with the professional standard of care applicable to the evaluator’s licensure and any administrative rules, ethical standards, or guidelines adopted by the state agency that licenses the evaluator.

Ann Mathews took a year and a half to complete this dubious report.

In her findings she found that the children had excessive absences in school. She claims to never have received information from the father. How would she know if the children missed excessive school with no records? Evidence would show that one child had zero absences and the other child missed 5 days of school all year. According to the school this is not excessive. Their definition of excessive absences is any 10 unexcused absences in any 6 week period.

In her findings she found that one of the children was neglected medically. She claims that she never received the medical records to show that a certain medical condition was addressed. How would she know certain medical conditions were not addressed without medical records? Evidence would show that the child was taken to two pediatricians and two urologists.

In her findings she found that the father had taken the children out of state to be included on a TV show without the permission of the mother. Evidence would show that the mother signed a release form prior to their departure.

In her findings she found that the children had lice. She claims never to have received school records. How would she know if the children had lice? Evidence would show via school records that the children never had lice and in fact the father had obviated the possibility of having lice by giving the children short hair cuts and treating them with medication prior to going to school. This was in response to the mother saying they had lice.

There is a myriad of allegations by Ann Mathews. She engaged in conduct involving dishonesty, fraud, deceit, misrepresentation and collusion with the other party to include opposing attorney. She knowingly made a false statement of material fact to a court and then retracted her statement when exposed. It disturbs me to think that an evaluator can write such a specious report without regard to facts and evidence. Ann Mathew’s fraudulent report undermines the integrity of this child custody case. Her complete disregard for facts and evidence lead to the disruption of my children’s lives and putting them in the hands of a woman who attempted suicide, overdosed on valium and speed. Ann Mathew’s demonstrable damage allowed the courts to favor the mother.

Ann Mathews has a fiduciary responsibility to be unbiased and present the facts. Ann Mathews should be held accountable for her actions. Ann Mathews should be stripped from her license and afforded the opportunity to never evaluate again.

681.51. Finding of Misconduct Occurring before Licensure.

  • (a) The board may take disciplinary action based upon information received after issuance of a license, if such information would have been the basis for denial of licensure had it been received prior to the issuance of the license.
  • (b) The board may consider conduct prior to licensure in determining whether an applicant or licensee is fit to practice counseling, including conduct that would have been a violation of the code of ethics if the person was licensed.
